The 11 firefighters led by Watch Commander Mike Hammond put out what they described as a small fire.
A rapid response paramedic was backed up by a full ambulance and crew, who treated two (corr) people at the scene for the effects of the smoke.
Police said later a 45 year old woman of no fixed address, two Stonehouse men aged 31 and 33, and a 32 year old male from Stroud yesterday (thurs) remained in custody.
"Officers investigating are treating the circumstances as suspicious," Gloucestershire Constabulary spokesman Chris Jackson said.
