Charity collectors limit up for talks
PLANS to limit the number of street charity collectors in Cheltenham will be discussed at a meeting tonight.
Borough chiefs are considering introducing tough regulations which would limit the days when face-to-face fundraisers, also known as "chuggers", come to the town.
Under the new rules, being put forward by the authority, there would be a limit of six collectors at any one time.
They would only be allowed to work along the pedestrianised area of the High Street, between Pittville Street and Winchcombe Street. And the days would be restricted to Tuesdays, Thursdays and Fridays.

Town centre manager Martin Quantock is among those pushing for tougher rules.
"Shoppers have to contend with a whole column of them and for me that's unacceptable," he said. "It's high time the issue was addressed."
Cabinet members will discuss whether to introduce the rules at the Municipal Offices this evening.

“Like gas and electricity door-to-door sales, these chuggers work for third parties who don't give a toss and get fat pay up front. Hence the charity gets nowt for a year or so apart from your personal details, which they sell to other charities to harass you with.
I wouldn't give my details to these ******s in a million years.”

“I agree with Tmmessanger. Norwich introduced 'tough' new rules like this and chuggers are just as bad, they simply ignore it. They mostly abide by the scheduling but the approach is just as aggressive. I've resorted to dealing with them myself now by videoing them when they break the law and rules and downloading ut to YouTube. The agencies hate it and have ordered their chuggers to aggressively approach people with cameras. Police got involved when I told them to go away and not had a problem since....they lie low for a while until the dust settles but I'm waiting for them. If the council don't lobby government so that they can deal with this issue and ban it completely it will get very messy. People are getting more and more angry about it”

“Good luck, the chuggers in self regulated, so unless the council brings in licensing there is NOTHING that can be done!”
