Harrison was picked ahead of Steven Gillespie up front, while new loan signing from Bristol City James Wilson came in for his debut alongside Steve Elliott at the back.
The other change saw Russ Penn preferred to Sam Deering in midfield.
Cheltenham remained on top and Matt Richards' shot was well-saved by Clarke before Oxford scrambled the ball to safety.
Jermaine McGlashan had a strong penalty appeal waved away in the 11th minute.
At the other end, Scott Brown made a terrific save to touch Johnny Mullins' header over the bar in the 21st minute and Mullins shot high after finding space in the box.
Oxford levelled in the 34th minute when Elliott made a mess of Clarke's long clearance and Dave Kitson was gifted a simple finish.
Keith Lowe headed a David Noble corner against the right post in first half stoppage time as it remained 1-1 at the break.
Cheltenham regained the lead five minutes into the second half when Gornell tapped in after Harrison's attempt was blocked following a Sido Jombati cross.
Brown swatted away a header from Andy Whing, but Oxford levelled again in the 57th minute.
David Hunt's corner was headed back to him by Elliott and his second cross was nodded away by Gornell, but only as far as Mullins, who applied a neat finish from 12 yards inside the bottom left corner.
Noble and Penn both went close with chipped efforts, but Brown had to save well from Asa Hall at his near post as honours finished all-square.
