With Steve Elliott once again imperious at the back, Cheltenham kept their fourth clean sheet in succession to move level on points with second placed Port Vale.
Buoyed by their midweek point at leaders Gillingham Cheltenham started in confident mood and Alan Bennett saw a header from Billy Jones' free-kick bounce back off the bar with goalkeeper Mark Oxley beaten in the seventh minute.
Sido Jombati and Zebroski both saw efforts kicked off the line as Cheltenham dominated, but they could not find a way through.
A poor backpass from Kaid Mohamed gifted Calvin Zola a shot at goal in the 48th minute, but he snatched at his shot and Cheltenham once again took control.
Ex-Burton man Russ Penn was playing like a man possessed and he weaved past several challenges and drew a fine stop from Oxley in the 53rd minute.
Burton looked to have done enough for a point, but Jones' corner was met by Bennett and his shot was blocked but Zebroski slotted in his fourth goal of the campaign after Oxley's mistake and Cheltenham celebrated their third home win without conceding in a row.
There was a late scare as Burton rallied, but Scott Brown saved well from Zola's header and the points were safe.
