An inquest into his death yesterday heard the toddler had defects in his lung and the left ventricle of his heart.
In a statement, his mum said she was concerned his death had came just days after he'd had a MMR immunisation.
But pathologist Doctor Tamas Marton ruled out any connection between his death and the injection.
Romani had undergone several other immunisation jabs in the six months prior to his death with no problems.
Libby had taken Romani from their Graham Place home to hospital as he was suffering from diarrhoea and was coughing.
David Dooley, assistant deputy coroner for Gloucestershire, said: "He was born with a heart problem requiring surgery in the two weeks following his birth.
"He had a history of slow development and difficulty gaining weight.
"Despite his mother's best efforts he was still suffering from chest infections.
"On September 6, 2012, his mother became concerned that the MMR vaccine could have bought on the coughing and vomiting, but these were symptoms he was previously presented with."
He recorded that Romani had died from natural cases.
He added: "I offer my condolences over this tragic death and I realise there is absolutely nothing I can do or say to make it any better."
Speaking after the inquest, Libby said: "Although I am still very upset and the pain is still very fresh, this will hopefully provide me with the closure I need to grieve for my son."
