NEIGHBOURS were shocked when they saw stocky six foot David Harris dressed in a knee-length pink dress and a blonde wig.

The 45-year-old was wearing women's clothing, despite being subject to a Sexual Offences Prevention Order that ordered him not to.

  1. BREACH: David Harris.

    BREACH: David Harris.

Mark Clark told Gloucester Crown Court he chased cross-dressing Harris after he found him in female clothes by his window in the early hours of the morning.

But the chase stopped when Mr Clark discovered bras hanging off Harris' black Fiat Uno car, which left him stunned.

Harris was yesterday found guilty of breaking a court order, made in 2004, which prevented him wearing female clothes, shoes and accessories in public between 9pm and 6am.

The offence occurred at 3am outside his home at Hilltop Close, Stroud on June 23, 2012.

The order followed two sexual assaults on teenagers in 1998, while he was wearing ladies' clothing.

It is the fifth time he has breached the order, the court heard.

Harris had denied the offence and claimed neighbours were bullying him and started a campaign of harassment to get him to move away.

Police said Harris had claimed his tyres were being let down and plants ruined.

But a jury believed neighbour Mr Clark, who told the court: "I was very startled and surprised to see him and I was shocked, so I shouted at him and asked him what he was doing.

"I don't know why I gave chase. I was just shocked and I wanted to see what he was doing."

Mr Clark told the court he knocked on Harris' door and he answered it two minutes later – dressed in jeans and a T-shirt.

Prosecutor Sarah Regan told the court police found a long blonde wig and a pink dress at his home.

Alongside the clothes were a book recording his purchases, including the So Fabulous dress, with a picture of it cut out from the catalogue.

She said it also included a confirmation of the order and a delivery note from three days before the offence.

Judge Jamie Tabor QC said Harris had twice been to prison for breaches and the sentence would be "somewhat inevitable" when he returned to court on March 6.

“It may not tishwash, crossdressers are not automatically perverts, weirdly they mostly just like to dress up womens clothing. There maybe a sexual overtones as to why they like to do so, but usually that involves consenting adults of the same persuasion as themselves. Whether there is a connection as to why David Harris sexually assaulted these teenagers, while dressed as a women, or whether he would have done so anyway who knows. But no amount of orders preventing him from doing so will stop him. Its something he cannot help, certainely not without professional help anyway.”

“why will a restriction on what he wears stop him sexually assaulting people ?”

“I wouldn't even want to imagine what an earth he would look like in a knee length pink dress and blonde wig. He most certainely doesn't have the "figure" for such an attire. But as he has sexually assaulted two teenagers in the past, he potentially is a threat, and that needs to be dealt with. If that means a jail sentence then so be it, but the problem will still remain when he gets out. He needs some sort of therapy while locked up, that way he cannot avoid it by not turning up for appointments.”
