James, of Scowles Road, Coleford, was warned he faced jail after admitting dangerous driving and driving with excess alcohol.
Gloucester magistrates were shown CCTV footage of the incident, which took place in Coleford town centre at 1am on August 1.
Prosecuting solicitor Graham Dono said police were alerted when a woman contacted them to report the incident.
He said: "When police arrived they could smell alcohol on the defendant's breath. He failed a roadside breath test and was arrested.
"The CCTV shows a female standing in front of the defendant's BMW and then moving away.
"The defendant drives off but a man stands in front of his car and climbs onto the bonnet.
"But the defendant drives off and over a speed bump with the man still on the bonnet. It was a miracle that the man on the bonnet was not injured."
James, 23, was found to have 62 microgrammes of alcohol in 100 millilitres of breath.
Defending solicitor Claire Mortimer said: "The man on the bonnet is a friend of my client and was trying to persuade him to go night-clubbing.
"But my client wanted to go home to his girlfriend.
"He had only consumed two pints and did not want to go clubbing.
"His friend was extremely drunk but my client was not thinking straight and accepts that what he did was dangerous.
"He has a completely clean licence and this is his first time in court.
"He did not drive at excessive speed, there were few people about at that time of night and the distance he drove was short."
Magistrates adjourned the case until today at Cheltenham for a pre-sentence report to be prepared.
James was granted unconditional bail.
