It is hoped work on the first phase can begin this summer.
"It's very exciting. Not only is it going to bring a derelict garden back into use but it will create a very dynamic space," said the museum's manager Kevin Ward.
The first phase would see the creation of a new entrance to the garden from the museum and the construction of the new multi-use learning centre.
This would have a modern design, with turf roof, triple glazed windows and large folding doors.
The second phase includes the restoration of a kitchen garden and creation of an outdoor performance space.
