A second minute goal from Adam Farrell was cancelled out by the impressive Lewis Hogg, before Clancy’s late tap-in saw the Bucks head to Shropshire with the three points.
The City defence fell asleep early on, as the visitors kicked off to the perfect start when Russell Benjamin played a sumptuous throughball to striker Farrell who slotted home with aplomb.
The Tigers roared back into the contest only 10 minutes later after lovely play on the right found Darren Edwards who knocked a brilliant ball to Hogg in the penalty area who tucked home into the far left corner.
In an entertaining opening quarter of the game, the Bucks had the ball in the net again after a route one punt forward from Ryan Young found Tony Gray who poked home, only for the linesman flag to be raised, much to the chagrin of the forward.
The long throw-in’s of Matty McGinn proved troublesome for the Tigers and just before the break the winger found Farrell in the area, but Jack Harris was there to clear the ball off the line.
The Tigers were in the ascendency in a largely eventful second half to the game with the promotion favourites struggling to play any passing football.
Chances went amiss for Telford's Neil Byrne and City's Edwards before a full back Mike Green stole the ball from Clancy, found Matt Groves but the winger’s shot left a lot to be desired as it blazed over.
Tyler Weir proved a threat from left back with the former Hereford United man completing one of his most accomplished displays for City in his 50th game for the club.
However, the breakthrough for Telford, after a laboured performance, came when Michael Phenix struck a low, hard cross into the path of Clancy and the ex-Fleetwood Town man tapped home from a yard out.
The visitors came close to a third late on, but the outstretched hand of goalkeeper Mike Green denied Farrell, who pounced on a loose ball in the box.
