The points deduction has dropped Welsh below Sale Sharks in the table, adding to their uphill struggle to avoid relegation.
Gloucester will be expected to dispatch Welsh without issue this weekend – but Burns said the Premiership contest will be far from straightforward.
The Bath-born outside-half explained: "I think we definitely need to be wary of their response.
"I don't think it will upset the rhythm of the players or the coaches.
"But it could actually bring them closer together.
"So we've got to be very wary of that, and make sure we are prepared for one of our toughest challenges.
"We've got our full squad back together after the Six Nations and everyone is raring to get going again.
"It always feels like a long time without a game when you get a break like this.
"It might have been a chance to refresh, but now we've got to make that count.
"This is the last push, the last chance to get our game in order.
"We've got everything we need to push for the top-four, now we've just got to get on and do it."

“Nigel Davies is no mug. He knows who his best men are in each position. When it comes to tight head he consistently selects Harden to start in the key games. That says it all really.”

“I'd like to see ND go for Rupert Harden to start on the weekend because he is our best tight head and he can be relied upon to deliver against London Welsh. I guess that is why ND normally goes for Harden in these tough games.”

“With any luck, our best and top rated tight head, Rupert Harden, will be available to start the game against London Welsh. The risk is, if Harden isn't available, our scrum will be demolished as it was against Tigers at Welford Road and in other games when Harden wasn't available.”
