Gloucestershire on the hunt for new food waste disposal contractor

Shire Hall chiefs are inviting businesses to bid to take on the county’s food waste disposal contract, worth close to £1 million a year, as Gloucestershire continues to go green.
The county council is hoping to hit a 60 per cent recycling target by 2020 and finding a sustainable home for Gloucestershire’s thrown away food will play a big part in that.
The new deal should be in place by October 2014 and council bosses agreed to open the procurement process when they met yesterday morning.

Councillor Ray Theodoulou (C, Fairford and Lechlade on Thames), cabinet member for finance and change, said: “As the disposal authority we are responsible for disposing of the material collected by the collection authorities in the districts.
“We currently have a contract with one contractor to dispose of that material but that contract expires next year.”
The council wants its new deal to feature provision to tackle both municipal food waste on its own and co-mingled food and garden waste.
However, the council doesn’t want to expose itself to “excessive financial risk” by committing to building its own facilities.
As a result it wants its chosen partner to provide the infrastructure required to deal with the trash.
The county council believes there are such facilities already available in Gloucestershire and nearby.
Two types of disposal are on the table.
The first, in-vessell composting which is used now, is essentially an industrial scale compost tank with the finished product used as a soil fertiliser.
The second is anaerobic digestion which sees biodegradable material broken down by microorganisms in the absence of oxygen to produce a biogas which can be used as a fuel.
