CAMPAIGNERS against an incinerator in Gloucestershire have said the county council is making "a mockery of the planning process".

The cabinet of Gloucestershire County Council is expected to today award a contract to Urbaser Balfour Beatty (UBB) to build the incinerator in Javelin Park, Haresfield.

If planning permission is ultimately not granted, however, the council will be liable to pay a capped sum as compensation.

Safety in Waste and Rubbish Disposal spokesperson Barbara Farmer said: "It is absolutely appalling that the council intends to sign a contract that will cost Gloucestershire taxpayers crippling financial penalties if the company doesn't get planning permission."

Councillor Stan Waddington, cabinet project champion for waste for the county council, said: "The procurement and planning for this contract are entirely independent of each other."

In December, the county council agreed to work with just one provider – UBB.

    “cart before the horse - but then this has been going on since 2004/5 - the previous Labour administration had rightly decided to go ahead with a waste to energy plant which was then rescinded - all this is too much for those looking to efficient project management at GlosCC - if they wait another 10 years - there may be some new technology to work up and consult on - and get community groups such as SWARD to get angry about - keep all happy I suppose pretending they are playing their roles..”

    “A lot of posters (well, mostly just the one) have called Stan Waddington a liar in the past, which I think is pretty disgraceful without firm evidence. However, I find it hard to believe that a contract could be signed as part of the procurement process, yet, if the incineration option was completely abandoned in planning, no penalty would be incurred by the council. It depends on the contract, surely?”
