The first allegation is that Palmer raped one of two 14-year old girls whom he met after they had travelled to Gloucester by bus together. The offence is said to have occurred in a school playground near the city centre.
The second charge relates to a young woman whom he allegedly met outside the Fever bar in the city.
Judge William Hart remanded Palmer in custody pending a plea and case management hearing on February 1 and trial starting on March 25.
