A spokesman for Gloucestershire Fire and Rescue Service said: "Crews were unable to use the aerial ladder due the amount of branches which made rescue attempts difficult.
"Fire fighters were eventually able to reach the man after cutting away some branches and using safe working at height equipment."
At one point the crews had called back up support from Coleford's high rescue rope team, but firefighters got him down with the ladder before they arrived.
The rescue took the fire service 45 minutes.
