Applicants Amanda and Phil Brookes are teachers from Tuffley.
They hope to welcome the first children in September and say it will be open to all and promote the importance of 'thinking for yourself'.
The secular school will have two teaching rooms, a resource, research and recreation space, a garden area and a small, all-weather learning and play area.
The office has been empty since January 2011 and ward councillor Paul Toleman (Con, Westgate) said: "It wiould be good to see the building brought back into some kind of use."
The site has one existing car parking space which will be retained.
No extra parking is proposed but their application points out there is a large car park next door and on-street parking outside the site.
It is estimated there will be a total of 16 vehicle movements to and from the site a day.
The couple describe themselves as 'very experienced teachers who agree that children who love learning will be most successful life-long learners and global citizens'.
They say children will have a 'personalised programme' of learning and they will also offer a 'dip in and out' system to help support home educators.
They will host an Open Activity Morning on Wednesday, April 3 to tell parents more about the school.
It will be from 10am to noon at GL3 Community Hub in Churchdown.
