He has been taken to Gloucestershire Royal Hospital to be treated for puncture wounds to his arm.
The two occupants of the vehicle, both men, were arrested on suspicion of drugs possession. One was further arrested on suspicion of theft and the second on suspicion of an offence under the Dangerous Dogs Act.
For the safety of officers at the scene and the public the dog was contained within the car while specialist dog handlers were called to detain the animal.
Firearms officers were in attendance as a precaution until the dog had been safely removed.
The dog has now been secured.
