Inspector Andy Morford, from Gloucestershire Constabulary, said they could not find him.
He added: "We searched the area, and there were no signs of him. The helicopter couldn't find him, and our police officers also searched for him.
"We checked the road, ditches, hedges, and the whole area. It is one of those things.
"We have done what we can to establish that there was nobody there. He must have made his way away."
The search was called off after more than an hour.
