Welshman Williams, who won snooker's ultimate prize in 2000 and 2003, had spent most of the day in hospital as his wife is expecting their third boy.
Milkins' opponent today, Baird, has already achieved his best ranking finish by reaching this stage of the Welsh Open.
If Milkins defeats Devon-born Baird, he will face either China's Ding Junhui or Northern Ireland's Mark Allen in the quarter finals.
Fellow Gloucester potter, Michael Wasley, lost 4-2 yesterday to Andrew Higginson.
Last 16: Tom Ford v Ken Doherty; Graeme Dott v Pankaj Advani; Stephen Maguire v Matthew Stevens; Neil Robertson v Stuart Bingham; Ding Junhui v Mark Allen; Judd Trump v Andrew Higginson; Alan McManus v Joe Perry; Sam Baird v Robert Milkins
