"Someone that age has so much life left ahead of them.

"It's heartbreaking."

Police received a phone call at 8am on Saturday from a member of the public who discovered the woman.

Officers and the ambulance service arrived soon after the initial call and the young woman, from Newent, was certified dead at the scene.

Terrie Pennicard, from Newent News in the High Street, said: "People have been shocked, very shocked. Whoever found her must have had one hell of a shock."

Messages have also been appearing on Twitter.

Broad Street businessFlowercraft posted: "Tragic news about the young lady found at the lake in Newent today.

"Our thoughts are with all her family and friends."

A police spokesman said her death is not being treated as suspicious.

Her next of kin and the coroner have been informed.

■ Police were also called out to reports of a body in Cooper's Edge yesterday morning.

Officers went out at 8.10am after a dog walker found a man in a field off Lobley's Drive.

Ambulance services attended and the man, thought to be a 68-year-old from Gloucester, was pronounced dead at the scene.

The coroner and his next of kin have been informed.

His death is not being treated as suspicious.

“My sympathies go out to her family.
But I cannot believe how close I came to making this discovery myself, as I was walking my dogs around the lake at about 8am that morning.
I changed my direction at one point as I could see a loose dog and no owner, so decided it was easier to take a different path and I went left.
It was only after I turned that I spotted the owner leaning against a tree.”
