Stroud man ordered to sign Sex Offenders' Register
A FLASHER offended passers-by when he sat naked below the waist at his window, a court heard.
Stroud resident Matthew Dullea, 33, was ordered to sign the Sex Offenders' Register after magistrates heard he "deeply offended" people who saw him.

Dullea, from High View Lodge, sat at a computer wearing just a white shirt, prosecutor David Nicholas told the hearing in Stroud.
Mr Nicholas said three witnesses in the Parliament Street car park, became aware of the defendant on March 15.
"The people were deeply offended by his actions," he said.
During interview by police, Dullea said he had lived at his flat for eight years, was fully aware of the car park and that his curtains were open.
"He did turn so he could be seen full frontal and get gratification," said Mr Nicholas.
"He was watching pornography on his computer and turned to face outwards knowing that members of the public would be able to see him."
Pre-sentence reports from the probation service were presented on Dullea, who at an earlier hearing had admitted intentionally exposing himself.
Clare Gooding, defending, told the court Dullea wished to seek help and was concerned about what had happened.
"He has been to see his GP and is on the waiting list for a psychiatrist.
"He is a hard working individual with two jobs at the moment," said Miss Gooding.
Dullea was made the subject of a three year community order, with three years of supervision, and told to pay £85 towards prosecution costs.
The court added a requirement that Dullea attended the sex offender treatment programme.
