Taxi man fined in licence case
TAXI driver Paul Grainger has been fined for operating in Tewkesbury borough without a licence.
The borough council took the 44-year-old, of Hayden Hill Farm, Boddington, to court.
Cheltenham magistrates found him guilty, in his absence, of operating a private hire vehicle without a licence.
Grainger, whose vehicle was based at his home, was fined £800, ordered to pay a £15 victim surcharge and £500 costs.

A year ago, he lost his right to operate in Cheltenham borough after being caught using an unlicensed vehicle 380 times over a 23-month period.
Tewkesbury Borough Council said the issue was about protecting people's safety.

“There is no question to be had here and unfortunately for the cabbie he was at fault so without a doubt he is liable for the fine. You can not break the law a 'little bit' and as such the law has to be upheld in accordance with how it is written to avoid any disambiguity.
It is very easy to pass judgement over him but to be honest I sympathise with him because we have all at some time stopped in the wrong place, gone faster than the speed limit because we are late etc and gotten away with it, so let's face facts none of us are angels.
With regard to taxi drivers charging to much I disagree. I think people forget that they all also have rising fuel costs to contend with and expensive specialist insurance to pay, income tax, NI, car rental / finance, fee's to his / her taxi company oh and let's not forget after that a wage to live on that might support a family of four. When you look at it like that it makes the £25 trip home from Cheltenham to Tewkesbury at 2 in the morning with 3 drunks in the back seem a little more reasonable and don't forget the cabbie then has to make the return trip back to Cheltenham to pick up another fare with nothing but the faint smell of kebab in his car to keep him company.”

“Clearly he is contemptuous of the law. Having been found guilty once he does it again and can't even be bothered to attend the court hearing.
Certainly, if he was unlicensed he had no insurance for what he was doing meaning all his passengers, and other road users and pedestrians, would have lost out in the event of an incident.”

“No licence, so he's not actually a taxi driver. He's a con man.
As he is banned from operating in Cheltenham and now Tewkesbury, I trust the appropriate authorities will be keeping an eye on him to make sure he doesn't continue to work illegally. Being caught by CBC clearly didn't deter him, so perhaps Glos City need to be aware of him too...???
Does he even have a valid driving licence, MOT, tax, insurance...??? Seems he's not worried about having a taxi licence, so is he bothered about the rest of it?”
