Callum Ball capitalised on some comical play from the Robins backline to put Alan Knill's side ahead.
Cheltenham responded well and levelled through Byron Harrison's fifth goal of the season in the 12th minute.
With Torquay appealing for an offside flag that never came, Harrison calmly nodded Keith Lowe's cross into the bottom left corner.
The move was started by a short free-kick from David Noble after Lee Mansell brought down Jermaine McGlashan.
Steve Elliott, who had a day to forget, almost put Cheltenham ahead in the 29th minute.
His effort from Matt Richards' corner was brillantly saved by Martin Rice and the rebound was smashed against the bar by Keith Lowe.
At the other end, Sido Jombati cleared off the line into the grateful arms of Scott Brown after Billy Bodin set up Karl Hawley.
Brown beat away a well-controlled shot from Mansell before Harrison was desperately close to a second.
McGlashan's pull-back was driven at him and it flew agonisingly wide of the far post.
Torquay regained the lead in the second minute of first half stoppage time, with Ball's attempt deflected in off Elliott.
Three minutes into the second half, Torquay were 3-1 up, with Hawley's low shot beating an unsighted Brown.
Penn set up Gornell for his third of the campaign in the 65th minute to give Cheltenham a glimmer of hope, but Torquay added a fourth through the impressive Jordan Chapell in the 89th minute.
Cheltenham have now conceded 19 goals in the League and 27 in 11 games in all competitions.
