Before that, his predecessor Tony Melville was at the helm for just under two-and-a-half years after taking over from Dr Tim Brain, who held the post from 2001-2010.

Members of the force privately said they were hoping the next chief would be a more permanent fixture, enabling the force to have some much- needed stability.

One senior officer, who asked to remain anonymous, told the Echo: "Over the last few years we have been through so much change.

"The job has been advertised for five years and I think everyone would like the new person to fulfil that term.

"That is not a criticism of the current chief constable. It's just that with all the change going on around us, at some point we are all looking forward to taking stock, catching breath and trying to move forwards.

"We have been in a state of flux for a long time."

The advert, which is expected to attract widespread interest, said what was needed was a "strong leader, willing to commit to the long-term future of policing in Gloucestershire".

It also called for someone who cared about the communities they would serve, was able to "enthuse and empower" others and lead organisational improvements.

Mr Surl said: "The constabulary has been through a period of unprecedented change, but the future is exciting and I am looking forward to working with a chief constable who shares my commitment to the county.

"Gloucestershire is a great place to live and work and we have a police service to be proud of so it is hardly surprising that a number of excellent candidates have already been in touch."

“the current chief constable was only an "acting" post and he would have had to apply for the post if he wanted it. He has been in Gloucestershire for a number of years and has been the only constanct on the Chief Officer Group. He clearly doesn't want the post and has decided to retire - what is wrong with that?”

“This outburst is slightly incorrect , the current Chief Constable who has only been in post for 6 months was only an "Acting Chief Constable" and probably would have had to apply for the job anyway. He has chosed to retire, what is wrong with that?”

    “hopealliswell.

mark my words. The PCC as a whole is a complete joke and having someone like MS in charge of a£100 million budget and the direction of our police service takes us all into a quantum leap of lunacy. Well, you lot voted for him ( or voted second for him ) and you will get what you deserve. The only winners in all this will be the press as joke stories will come sooner rather than later about how he is running things. It would be funny if it wasnt so serious.”

“I personally believe Martin Surl is the correct man for the new police commissioner post. And his 30 years of his insight and experience in to our Gloucestershire force are invaluable. Give time, time and see what benefits he will deliver, along with the perspective chief constable. I am sure he took this post with the best of intention of seeing it through. Once they have a new chief at the helm with the support and commitment of Mr Surl, I am sure this will raise moral of our force. For they are best suited to support and facilitate the needs of our front line bobby's, even though this may take time to filter through to the troops as with any new position teething problems will ac-cure. But once the force moral is up, the sky is the limit! I am inclined to give them my support. Ask yourself this question....Where would we be with out them? These are trying times for any of our serving officers what with bureaucracy and budget constraints. They ought to have our full support and up most respect for the second to none service they provide to our and communities and society as a whole. I do not believe I could do there job, So I personally give them my admiration, not forgetting allot of our serving officers are ex-H.M forces and have already given so much to their country. I am at a loss, even baffled to understand the neigh sayers when it comes to our boys and girls in blue.”

“Hubert - very funny, why don't you develop it as a stand-up comedy routine. Or you could try submitting a sensible comment.”

“As a 'middle-of-the-road' sort of bloke politically, there seems something rather communistic about the prospect of Chief Constables being hired and fired by one of their former minions!”

“I'd like a bash at it. First off, I'd put the bobbies back in a proper uniform (maybe designed by Hugo Boss, in black?), not that huggy feely tee shirt nonsense they wear. Birching and imprisonment in a penal colony for reprobates would be high on the agenda, as would hanging for rapists and child molesters. Why the hell should we spend money on rehabilitating these people; Flog 'em and hang 'em, and take the dysgenic freaks out of the gene pool. Children out after a 9 o' clock curfew would be put in a workhouse or up a chimney; Any protests from the "parents" about the treatment of their feral offspring would be rewarded with a severe knouting, and a one way ticket to a prison colony. As for prison colonies, I propose bring back prison ships or invading a small country, and turn that into one. I have a criminal record (for smoking odd smelling cigarettes), and I'm on medication for mental illness. I hope it doesn't preclude me from the job, as judging by the record of the past incumbents (make no mistake; it's a political job), one can only imagine they were high on crack or meth most of the time.”
