Youths spitting and abusing people at Gloucester car park
YOUTHS have been spitting at passersby from one of Gloucester's multi-story car parks.
They have also been reported for dangerous driving at the NCP site, off Bruton Way, after performing 'doughnuts' in cars.

One eyewitness, who asked not to be named, said he has been subjected to abuse there.
"I was walking past the car park to get to Wetherspoon's and they were screaming abuse and throwing stuff at people right from the top of the building," he said. "You could hear tyres squealing from inside the car park. I was quite worried by it so I did actually call the police."

In the latest incident, police were sent to patrol the area on Saturday night and warned the perpetrators they risk having their cars seized if they carry on.
Community Sergeant Elenore Lakin said: "There have been a number of complaints and reports from both the public and our officers about young men behaving anti-socially in the car park.
"The incidents have included the youths performing 'doughnuts' and driving dangerously as well as throwing items off the building and even spitting at people.
"Last weekend, our local officers were joined by the road policing team to give out section 59 warnings which mean if we catch the same people doing it again we can seize their vehicle.
"We are also meeting with our partner agencies this week to discuss more measures we can take to stop this happening at all.
"We are not trying to spoil anyone's fun but this behaviour isn't on."

“@ valhalla2010 - New York is far from safe, in 2011 NY Police reported 209 murders! So much for Zero Tolerance.
Back here in Gloucester the police should arrest those engaged in anti-social behaviour and the courts put them to unpaid work cleaning up the city at the weekends.”

A section 59 requires a warning in the first place. These powers were given to the police by parliament and the police do not have the power to seize the car without a warning first. Although section 59's can be issued on opinion only, so abuse of this power is extremely easy, and the police know this.
As for the £1000 fine, it's a set fee of £150 plus £20 storage per day. The police have no say in this fee although a fair amount of it goes into their coffers.
It really is more of an inconvenience rather than a punishment. You can pick the car up same day if it's seized in the morning/afternoon.”

“15 years ago New York was as dangerous a place as any, until they went 'Zero Tolerance' on crime. It didn't matter if it was dropping litter, spraying grafitti or dealing crack- everyone was dragged off and put infront of a judge the following day.
It worked. Now it is far safer than almost anywhere in this country, the per- capita violent crime rate is higher in Sevenoaks than it is in NY.
Please can we take a leaf out of thier book?”
