"I've been doing it for years, since when I was at school," he said.
"It became a bit of a hobby, then a few of my neighbours and close friends said they were really inspired by them and wanted to know how I did it. I do think they are the best in Gloucester but I just wanted to do it for where I live and give people something nice to see."
He builds them up from seeds and tries to make them into full shapes.
He lives with mum Irene, 60, who said her son's floral arrangements regularly cause people to stop and stare.
"I think they're amazing," she said. "All the time, you get people stopping and saying 'aren't they beautiful' and things like that, it's wonderful.
Talent
"He's always had a talent for it, his auntie showed him about gardening years and years ago and he's loved doing it ever since. I think we've got the best hanging baskets in Gloucester, definitely."
Martin's marvels are already being given a run for their money by his neighbour Ken Harper.
He said: "We've always thought it was nice to have hanging baskets because they look lovely.
"Then Martin started doing his and we thought we'd better try and keep with him."
