As PC Evans made the arrest the youth attempted to run off and was restrained on the floor, where he lashed out with his arms and legs. PC Evans attempted to handcuff him but he managed to push the handcuffs away.
A passer by - a man believed to be in his late 50s and who was with his wife or partner - brought the handcuffs back to PC Evans and helped PC Evans, who managed to then apply the handcuffs and restrain the youth. After some time in custody the youth was given a formal reprimand for possession of cannabis.
PC Evans said: "I only briefly spoke with the passer by, however I was grateful for his help and it showed me that there are people out there who appreciate the work we do and put themselves forward to help."
If you are the good samaritan or you know who he is please call the police on 101.
