A man has been banned from Matson after waging an alleged campaign of intimidation against residents.

Gloucester City Homes - which runs the city's social housing stock - applied to a court to ban Justin Francis, 24, from the area after he used threatening and violent behaviour to local residents.

In a statement GCH said it is alleged that Francis caused misery and distress to the lives of several people within the Matson Area, who lived in fear as a result of his threats of violence.

It said due to the ongoing threats made by Francis residents had moved away from their homes and were reluctant to return.

District Judge Singleton granted the Injunction with a power of arrest to prohibit Justin Francis from:

- Entering or attempting to enter the Matson area of Gloucester.

- Using or threatening to use violence against any person residing in, visiting, or engaging in a lawful activity at Beacon Road or Robinswood Place, Matson Gloucester

- Using intimidating, abusive and/or threatening behaviour, words or language to anyone residing in, visiting or engaging in lawful activity in Beacon Road or Robinswood Place, Matson Gloucester

- Engaging in, or threatening to engage in any conduct causing or likely to reside in or occupy housing accommodation owned or previously owned by Gloucester City Council.

The Chief Executive of GCH, Ashley Green said: “I am delighted that we have taken this action against someone who clearly has no respect for other people and who has demonstrated such level of threats of violence in our communities.

"Anti-social behaviour will not be tolerated by Gloucester City Homes and swift, effective action will be taken to resolve it in partnership with the Police and our local communities.

"I believe that the granting of this injunction will reduce the fear of victims and offer some respite to the community.”

“I'm not sure what to make of this given such scant information. But from what I can make out here is someone who has "caused misery and distress to the lives of several people within the Matson Area, who lived in fear as a result of his threats of violence." So what happens - is he jailed? No - merely banned from one area of the city and presumably relocated to another where he is free to carry on regardless. Some result eh?!”

“Pointless. The below and all of the other 'frightening' injunctions.

They are all offences already, quite adequately covered. This 'ruling; has no point.

“It's good news for the residents of Matson. The thing that bothers me is this: where is he living now?”
