Where are residents parking schemes needed in Gloucestershire?
People in Cheltenham and Gloucester are being asked to take part in a review of residents parking.
Following the introduction of Gloucestershire County Council’s new Residents Parking Policy in January, the council is starting to assess where schemes are most needed.

The first stage of the review involves sending out questionnaires to residents to find out more about local parking pressures. Over the next year the council will be contacting around 18,000 households in 19 areas within Cheltenham and Gloucester.
Feedback will be taken into account when the council looks at how it can improve existing parking schemes and where new schemes are needed.
In the second stage of the review it will draw up proposals for highest priority areas and ask residents to give their views at drop in sessions, online or by post.
Schemes will only be introduced after a third and final stage of consultation where the council will consider any remaining objections.
There is currently very high demand for residents parking in parts of Cheltenham and Gloucester and the new policy will give a consistent approach to judge each application and help the council determine where a scheme could work.
Residents parking schemes are aimed at making it easier for residents with a permit to park closer their home, improving quality of life and reducing congestion.
Not all areas will be suitable for inclusion in a residents parking scheme.
Each area has its own pressures and successful parking schemes need to strike a balance between the needs of residents, businesses, shoppers and visitors.
Cllr Stan Waddington, cabinet member for environment, said: “Parking is an emotive subject and one that people feel very strongly about.
“This council is committed to finding a solution that works for everyone - residents, businesses, shoppers and visitors.
“Residents’ parking is a key element of this and I hope that having a consistent approach to allocate areas throughout Cheltenham and Gloucester will help alleviate problems.
“If you receive a questionnaire it is important you fill it in because we will only introduce a residents parking scheme if there is a proven need for it. What you tell us will also help us build the right scheme to meet the needs of your area.”

“John, Gloucester City. I am afraid Gloucester traffic wardens seem to pay no attention to Blue Badges. I have, on two separate occasions, seen them write a ticket for a legitimately parked vehicle displaying a Blue Badge. Like many wrongly issued tickets I believe they are written out in the hope that the vehicle driver will just pay up, increasing the wardens personal tally and making extra money for the council.”

“Once a scheme is adopted you awill be stuck with it forever with the costs rising abover inflation every year!
In many cases this is a money making exercise for the councils. They are feeling the pinch and eiler have to cust costs (redundancies) or incease revenue!
Don't adopt these schemes unless it's absolutely necessary. In many cases it's not.”

“Why I would advise you not to come and park in this pathetic Stazzi-State of Gloucester. I parked at the bottom of Hare Lane car park this morning for 40 minutes to enter Park Street Mission to Pray for homeless people. I am disabled and clearly displayed my valid blue badge on the dashboard behind the windscreen. Returned to find a parking ticket stuck across my windscreen directly in front of blue badge. Afraid Gloucester Council has picked the wrong individual this time. I claim no benefits from any Council and pay Elevated taxes to employ significant numbers of council staff who appear to suffer from learning difficulties who cannot interpret a blue badge.”

We may "own" the roads collectively but no more so than we all own the stock of council houses, hospitals or similar.
Roads are for driving on not for the lazy to park on.
As far as my cars, I have 3 plus a van. All on or in my property.”
