Ian Westlake joins Wanderers
The 26-year-old spent the final months of last season on loan at Oldham Athletic and was released by the Robins this summer.
He joined Cheltenham from Leeds United, initially on loan, in October, making 26 appearances and scoring two goals for manager Martin Allen's side.
Wycombe boss Peter Taylor said: "I'm delighted to sign Ian. I worked with him at England Under-21 level – he's got experience and energy.
"He has played for Ipswich and Leeds in the past and that shows what a good player he is."
Meanwhile, Kidderminster Harriers boss Mark Yates has confirmed he is keen to capture his former Cheltenham midfield colleague John Finnigan.
"We have spoken to John and we would love him to be here," Yates said.
"He's a player that Neil (Howarth) and myself know well and he'd bring an awful lot to the club if he came.
"Normally I don't like to talk about new signings until they are all sorted out, but Martin Allen highlighted it."
Defender Gavin Caines is on trial at Oxford United, but Kidderminster are still in the chase the sign the ex-Robins man.
Yates said: "We offered Gavin a deal and he felt it wasn't for him and he moved on to Oxford.
"We haven't closed the door on him coming back, but at the moment it's up to him."
Caines appeared for Blue Square Premier club Oxford in their 2-1 friendly defeat by Oxford City last Tuesday night.
