On-street parking penalty reminder as enforcement responsibility changes hands
MOTORISTS are being reminded that as of April 1 Cheltenham Borough Council will no longer be responsible for on-street parking enforcement.
The authority is handing over control to Gloucestershire County Council but will retain the management responsibilities for its own car parks.
It means that as of April any queries about penalty notices will be managed by the county's new private on-street parking enforcers, APCOA.
However Cheltenham Borough Council will still manage penalty notices issued in its own car parks.

Councillor Andrew McKinlay (Up Hatherley, LD), cabinet member for built environment, said: "We are happy to provide enforcement arrangements for our town centre car parks and will do all we can to ensure that users of our car parks receive a quality service.
"We will also ensure that residents and visitors are provided with all the necessary information in order to contact GCC and/or its contractors as regards on street parking enforcement and parking permit provision."

“I think we all know the difference between parking enforcement by Traffic Wardens that operated under the police when this was a criminal offence and the resultant decriminalisation making enforcement a civil penalty. When the police operated the system, fine monies were paid straight to the courts and were passed to the Treasury so the only incentive to issue tickets was to keep traffic flowing.
Sadly, when the parking laws were decriminalised the councils were allowed to keep the fine money which gave them an immoral reason for wanting to issue as many fines as possible regardless of guilt. I knew some of the old Traffic Wardens and some transferred over to the council when the law changed. They told me that despite council denials that targets were set they were given targets to reach and that failure to reach those levels came the threat of dismissal.
I have no reason to disbelieve them and they didn't last very long with their new employers because of their conscience. How sad that councils could not be trusted in this matter. Even worse is the fact that private operators are now engaged in enforcement. Can someone explain to me how it is ever going to be in their interest to do anything other than dish out as many tickets as possible? This is all just a money making machine now and what a shame that councils seem to be blind to the fact that whilst they are hammering motorists with on street parking charges and penalty notices our shops are closing down one by one, denying them of a business rate and killing off our town and city centres. I expect that when they have achieved that in about 5 years time that they will then attack the out of town shopping centres and finally we will all sit at home and do our shopping on line.
The only thing left for them then will be to either to raise the domestic council tax or empty our bins once a year!”

With this shower, the car will be clamped, towed away, you pay £300.00, then try to appeal.
